The evil Xerxes vows to continue killing innocent villagers until someone divulges the identity of the guerilla leader called the Black Wolf who has been rousing the people to overthrow their tyrannical ruler. When Xena's childhood friend Flora is arrested and imprisoned as a rebel, the warrior princess goes undercover to free her, putting her own life at risk and that of the mysterious Black Wolf as well. There is a traitor in the Wolf Pack, and Flora's beloved Diomedes thinks it's Xena. With the help of Gabrielle and Salmoneus, Xena is able to acquit herself but Flora reveals herself as the Black Wolf to save Salmoneus. Xerxes still believes that Xena is helping him, so he permits her to attend the execution which is just what she needs to rouse the people to overthrow the tyrant and reclaim their independence.
